Established in 1972 by the West Virginia Legislature as a governmental instrumentality of the State and a body corporate, the WDA commenced services in 1974 and is authorized to provide financial assistance to Local Governmental Agencies (LGAs--municipalities, public service districts and other political subdivisions) to meet the requirements of State and federal water pollution control and safe drinking water laws, thereby protecting the health of West Virginia's citizens, improving drinking water quality, constructing and upgrading infrastructure to attract economic development and protecting the environment.

The WDA operates under the supervision of the West Virginia Water Development Board. The Board is composed of seven members, including three ex officio members: the Governor, who shall be chair; the Secretary of the Department of Environmental Protection; and the Commissioner of the Bureau for Public Health. The remaining four members of the Board are appointed by the Governor, with the advice and consent of the State Senate, for terms of six years. Appointed Board members may be reappointed to serve additional terms. No more than two of the appointed Board members shall at any one time belong to the same political party. The Board annually elects one of its appointed members to serve as vice chair and appoints a secretary-treasurer, who need not be a member of the Board.

The WDA has a staff of six and utilizes professional services to supplement its staff as needed. The WDA is self-supporting and does not receive State appropriations for operating expenses or bond programs.

The WDA is the administrator and fiduciary of the West Virginia Infrastructure Fund (Infrastructure Fund). Using money from the Infrastructure Fund, the WDA buys local government bonds, make grants to local governments and loans for economic development projects at the direction of the West Virginia Infrastructure and Jobs Development Council (Council). The WDA services all bonds and loans made at the direction of Council. The WDA provides staff and office space for the Council and also provides the GIS system for Council use. The WDA purchases local government bonds financed through the West Virginia Clean Water State Revolving Fund (CWSRF) and the West Virginia Drinking Water Treatment Revolving Fund (DWTRF) and provides servicing and oversight on loans/bonds.
